
Exploration is traditional CRPG, but battles go into a JRPG like arena, and you control a small squad in sort of action RPGish mechanics, though they play more like MOBA heroes than Diablo ones. It's sort of an odd blend of CRPG with action RPG. You may like Tower of Time, currently in Early Access. It's more like a tick-based game where the ticks are very, very short. The only problem is that it's not really an action RPG. One example of this really working is Dungeon Siege, which is a fantastic game. You can see examples like Throne of Darkness of that. The genre is not really well-suited to much more strategic gameplay. If you want to get really beat up for making small mistakes, play that. The original Diablo might as well be in a different genre for how little emphasis the game places on gear relative to player skill. strategic but you can get very far (or get very stuck) based on your ability to play the game. Indeed, Diablo 2 and Diablo 1 require significantly more involvement from the player than Diablo 3 does.

It depends a bit on what exactly you mean by "strategic gameplay". I find Path of Exile a bit of a confusing recommendation because it's basically the same. The games you listed in the OP are pretty shallow on the gameplay side and really heavy on the loot side. I've played just about every game in this genre extensively. I don't think there is any that meet your needs and some of these recommendations mentioned here are just unrelated imo and not at all what you're looking for.

The appeal of first person loot shooter is basically offering you this precision and tactic on top of loot hoarding that a fast paced click fest game might not be able to do and you probably know what those games are. There is a decent degree of tactics here overall. A lot of top tier items in the game rely on your distance or your momentum to give you huge damage bonus and the order of your elemental skills and similar matters a lot or there are enemies that can reflect your damage and you have to be careful what you hit. The game is supposed to be laid back and chill for the most part, in fact you have people complaining about some of the more active builds causing them carpal tunnel and such and are not comfortable enough playing them but the game does require a lot of positioning and resource management in more advanced builds to maximize set bonus and other item bonuses and only then you can advance to higher GRs. Level 30 in diablo 3? You haven't even started the proper game yet but maybe even then it doesn't offer what you're looking for.
